The establishment of LGBT rights in the US state of Connecticut is a new phenomenon, with much of the progress in LGBT rights occurring in the 21st century. With regard to the liberal rights of LGBT, Connecticut is the second US state to establish two major parts of the LGBT law; the revocation of sodomy laws in 1971 and the legalization of same-sex marriage in 2008. State law prohibits discrimination on the basis of sexual orientation and gender identity. Conversion therapy is also prohibited in the state.

Recognition of same-sex relations

Connecticut enacted an effective civil union law October 1, 2005, which provides same-sex couples with multiple equal rights and responsibilities under state law as married couples.

On October 10, 2008, the Connecticut Supreme Court ruled at Kerrigan v. Public Health Commissioner that same-sex couples have the constitutional right to marry and say that civil state laws violate the same protective provisions of the Constitution of the state. The decision came in a case brought in 2004 by eight same-sex couples who were denied permission to marry in the city of Madison. The first marriage in Connecticut took place on November 12th.

In April 2009, the Connecticut General Assembly passed a bill to fully codify same-sex marriage in the laws of Connecticut, eliminating civil unions and all existing civil unions automatically into civil marriages since October 1, 2010. The bill was signed into law by the Governor Republic of Jodi Rell.

Protection of discrimination

Connecticut prohibits discrimination on the basis of sexual orientation and gender identity or expression in public, public and private work, government services and in receiving goods and services from public places or government agencies. Sexual orientation discrimination has been banned in the country since 1991, gender identity was added to the country's anti-discrimination laws in 2011.

All citizens under state law are protected against hate crimes motivated by sexual orientation and gender identity or expression.

Adoption and parenting

Connecticut allows adoption by single individuals, opposite sexes and same-sex couples, married or not. The Statute says that the sexual orientation of prospective adoptive parents may be considered in adoption decisions, but there is no evidence that adoption has been rejected on the basis of sexual orientation.

Gender identity and expression

In June 2015, the Connecticut General Assembly passed the H.B. No. 7006 (Senate with 32-3 votes and House of Representatives by vote 126-18), legislation to enable transgender people to access and/or change their birth certificates without surgery. Governor Dannel P. Malloy signed the bill and became effective on October 1, 2015.

Conversion therapy

On May 2, 2017, the Connecticut House of Representatives issued a bill ( HB 6695 ), with a vote of 141-8, to ban conversion therapy in minors. The bill was passed unanimously 36-0 in the 18-Republic Hungarian Senate and the 18-Democratic Connecticut Senate on 10 May. Governor Dannel P. Malloy (D) signed the bill shortly thereafter, and was immediately enforced.
